Quezon City implements Green Building Code, JRIG part in forming fiscal incentives

QUEZON CITY, PHILIPPINES — The Quezon City local government officially adopted the Green Building Code of 2025 last November 11 where the De La Salle University - Jesse M. Robredo Institute of Governance (DLSU-JRIG) was part of the technical working group that developed its fiscal and non fiscal incentives. This landmark code aims to reinforce the 2009 Green Building Ordinance and align with the targets set by the Enhanced Local Climate Action Plan 2021-2050 and the Philippine Green Building Code.

In September 2024, DLSU-JRIG, met with representatives from C40 Cities and the Quezon City departments on Sanitation and Cleanup Works and on Climate Change and Environmental Sustainable Development for a workshop on integrating mandatory green building practices into their local building permits. The workshop intended to incorporate an awards program to recognize green building practices in the City and encourage city-wide green awareness across commercial and residential areas. 

More than a year after its development, the QC LGU, along with C40 Cities and the UK Foreign, Commonwealth and Development Office (FCDO) have mandated the integration of the incentive program in the QC GBC under Chapter 5 of Ordinance No. SP-3439, S-2025, on “INCENTIVES, SUBSIDIES, AND BENEFITS.” According to the Ordinance, the QC Green Building Council and Technical Committee shall provide the procedure for the application and availability of the incentives, benefits, and subsidies and reward buildings that are able to demonstrate “significant reductions and avoidance of emissions”, including those that have undergone independent assessments from any established green building certification process as long as it adopts the standards indicated by the Ordinance’s implementing rules and regulations. The Council and Technical Committee are also mandated to organize a recognition program in effectively promoting the adoption of the Code and integrate this into the City’s Green Awards program. 

This participation of DLSU-JRIG in forming the landmark QC GBC is part of De La Salle University’s commitment to building sustainable cities and communities (SDG 11) and forming stronger partnerships (SDG 17) in achieving the broader goals of the UN Sustainable Development Goals.
