JRIG, DILG-SLGP orients Regional Technical Teams on the PH-OGP Localization Handbook and Playbook
Mr. John Benedict Felices, Program Manager of the De La Salle University - Jesse M. Robredo Institute of Governance (DLSU-JRIG), presented a walkthrough of the Philippine Agenda for Localization of Open Government Partnership Localization (PH-OGP Localization) Handbook and Playbook during the online Stakeholders' Orientation for Regional Technical Teams (RTTs) last February 6. DLSU-JRIG is the academe representative in the Philippine Open Government Partnership (PH-OGP) Steering Committee.
Organized by the Department of Interior and Local Government - Support for Local Governance Program (DILG-SLGP), the Stakeholders Orientation on the PH-OGP Localization aims to onboard RTTs, local government units, and partner civil society organizations in localizing the Philippine Open Government Partnership (PH-OGP). The Philippine Agenda for the Localization for the Open Government Partnership, more known as the PH-OGP Localization, is an initiative led by the DILG-SLGP to bring the core principles of transparency, accountability, and citizen participation into the heart of local governance.
For the past year, DLSU-JRIG, led by Director Dr. Francisco Magno, worked alongside DILG-SLGP , with the support of the European Union and the OGP Support Unit, in crafting the PH-OGP Localization toolkits that included the Handbook and Playbook. Last October 9, 2025, the toolkits were officially launched in Spain during the 2025 OGP Global Summit's side event titled "Global Launch of the Philippine Agenda for the Localization of the OGP" to delegates from around 100 countries.
The event was participated by about 150 attendees comprising of regional directors, assistant regional directors from regional DILG and the Department of Budget and Management (DBM), regional counterparts of SLGP, and local civil society organizations per region. Along with the presentation of the PH-OGP Handbook and Playbook, DILG-SLGP Project Development Officer Mr. Anselmo Noe Salang III provided an overview of the current highlights and implementation phases of the PH-OGP Localization, while Development Management Officer Ms. Jennifer de Belen provided the structure and functions of the RTTs and expected 2026 milestones.
The stakeholders' orientation was also graced by messages from DILG Undersecretary for Local Government Mr. Mario Iringan CESO III, Department of Budget and Management (DBM) Acting Assistant Secterary and Functional Group Head of the Local Government and Regional Operations Group Atty. Ryan S. Lita, and DILG-SLGP Project Manager Mr. Richard L. Villacorte.
